Our apologies for another newsletter, but a few timely items came out after last Friday's edition, all of which will take place over the next seven days.

Construction on the Locke and York Intersection - September 19 to 26, 2025

LOCKE STREET NORTH and YORK BOULEVARD

Starting Thursday, September 18, 2025 until Monday, September 22, 2025, the south portion of the intersection of Locke St N and York Blvd will be closed to facilitate concrete road repairs. During this time, there will be no access from Locke St N to York Blvd. Residents living between York Blvd and Florence St will be required to exit Locke St N via Florence St.

A second stage will begin on Tuesday, September 23, 2025 until Friday, September 26, 2025, during which time traffic on York Blvd will not be able to turn onto Locke St N.

Paving of the adjacent multi-use path and the placement of topsoil on boulevards will commence on Wednesday, September 17, 2025. There may be some delays due to the presence of construction crews.

Crews anticipate that asphalt milling and paving activities will be completed by October 3, 2025.

Residents are encouraged to plan ahead, use alternate routes during this time, and expect delays and increased traffic on surrounding roads. HAAA Renewal Plan Update

From February 2021 to March 2023, the HAAA Renewal Plan moved through several stages: citywide public engagement, focused consultations on Phase 1 works, and detailed design, including the selection of play equipment.

Early efforts to deliver the project in phases revealed significant grading and servicing challenges. Staffing changes within Landscape Architecture Services (LAS) also contributed to temporary slowdowns. By March 2023, a new Landscape Architect was assigned as project lead. At that point, the project approach shifted from a multi-phase to a single-phase plan to reduce costs and avoid unnecessary temporary works.

Between June 2023 and September 2025, the single-phase design advanced, with Phase 1 and Phase 2 works integrated into a unified plan. Consultation also introduced new amenities such as a Skate Dot, Outdoor Gym, and Bouldering areas.

Although construction was originally expected to begin in August/September 2025, civil and stormwater management issues required extensive coordination with Development Engineering, Hamilton Water, and the school board. The LAS approach has now been approved, and final contract packages will be handed over to Procurement this month. The procurement process will run for several weeks, with an award anticipated in late fall.

With these steps complete, we can confirm that construction is scheduled to begin in late March or early April 2026.

Budget 2026 Engagement

As part of the 2026 budgeting process, the City of Hamilton is holding engagement opportunities with residents this September to hear about priorities and collect resident suggestions.

Throughout September, there are seven opportunities to engage with the mayor, councillors, and finance staff:

  • September 18, 3:30 PM to 5:00 PM - Sackville Hill Seniors Recreation Centre
  • September 19, 2:30 PM to 4:00 PM - Virtual
  • September 19, 6:00 PM to 7:30 PM - Carlisle Community Centre
  • September 22, 6:00 PM to 7:30 PM - Ancaster Rotary Centre
  • September 23, 6:00 PM to 7:30 PM - Binbrook Agricultural Society, Building 3
  • September 24, 6:30 PM to 8:00 PM - Glendale Secondary School
  • September 25, 6:00 PM to 7:30 PM - Hamilton Convention Centre

The sessions will include engagement stations to provide residents with opportunities to submit feedback, complete the Budget Survey and explore interactive tools, including the Balancing Act Budget Tool and quick polls.

Feedback collected through the fall engagement sessions, survey and the Balancing Act Budget Tool will be presented to Council in November 2025 to inform the Mayor’s directive and the development of the 2026 budget.
